Partido State University (ParSU) holds the initial Technical Working Group meeting for the UI GreenMetric World University Rankings at the ParSU Boardroom. 

The agenda includes an overview of the GreenMetric rankings, emphasizing their global significance and the criteria used for evaluation. The university will present an initial assessment of its current sustainability performance, to be followed by a discussion of the roles and responsibilities of TWG members.

The session will also cover a timeline of activities to guide the preparation process, outline steps for drafting sustainability-related policies for Board of Regents approval, provide a briefing on submission guidelines and the online questionnaire, and conclude with an open forum and discussion of next steps.

UI GreenMetric is a global sustainability ranking system that evaluates universities in key areas such as energy, climate change, waste, water, transportation, infrastructure, and education. 

Through this initiative, ParSU assesses its sustainability practices, strengthens its environmental strategies, and works toward international recognition in alignment with the United Nations Sustainable Development Goals.

Partido State University (ParSU) continues to take active steps in advancing faculty and staff development as it participated in the regional meeting on the Revised Guidelines on the Application as Delivering Higher Education Institutions (DHEIs) for the Commission on Higher Education's (CHED) Scholarships for Instructors' Knowledge Advancement Program (SIKAP) yesterday, June 11, 2025, at the AVP Function Hall, Legazpi City. 

The activity convened representatives from Higher Education Institutions (HEIs) across the Bicol Region to discuss enhanced protocols for DHEI qualification, responsibilities, and documentary requirements under the CHED-SIKAP Grant.

ParSU is one of only nine HEIs in the Bicol Region qualified to offer graduate programs under the SIKAP initiative. The other recognized institutions include Ateneo de Naga University, Bicol University, Camarines Norte State College, Camarines Sur Polytechnic Colleges, Central Bicol State University of Agriculture, Catanduanes State University, Sorsogon State University, and Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology.

The CHED-SIKAP Grant supports HEI personnel pursuing advanced degrees, particularly addressing the persistent challenge of program accessibility in the region. The meeting provided updates on the application and approval process for eligible HEIs, outlined the submission requirements to the Scholarship Management Office—including documentation for honoraria—and clarified the roles and obligations of designated DHEIs.

Representing ParSU were Dr. Michael A. Clores, Vice President for Academic Affairs (VPAA), Dr. Kennedy C. Cuya, Executive Assistant to the Office of the VPAA, and Mr. Allen A. Valencia, Human Resource Management Officer II.

This participation reaffirms ParSU's role in providing inclusive and equitable access to quality higher education and its support for the professional growth of its academic community.

Partido State University (ParSU) joined the nation in celebrating the 127th Philippine Independence Day.

University officials, faculty, and staff actively participated in the Local Government Unit's Independence Day program, showcasing the university's united commitment to patriotism, cultural awareness, and civic engagement.
 
Together with local officials, organizations, educational institutions, and government agencies, the celebration honored the courage and sacrifices of Filipino heroes who fought for our freedom.

As we commemorate this special day, may we continue to work toward a united and progressive future.

In a proactive effort to ensure legal compliance, institutional efficiency, and audit readiness, Partido State University (ParSU), through its Procurement Office, conducted a comprehensive two-day training on Republic Act No. 9184 (Government Procurement Reform Act) and its 2016 Revised Implementing Rules and Regulations (IRR), including key updates on the R.A. No. 12009, also known as the New Government Procurement Act (NGPA) held on June 10–11, 2025 at the ParSU RDE Training Hall.

The training comes at a crucial time following the passage of R.A. No. 12009, which significantly transforms the public procurement landscape across all levels of government. Thus aligning ParSU's thrust with sustainable development goal (SDG) 16 (Peace, Justice, and Strong Institutions) and SDG 12 (Responsible Consumption and Production).

The training featured distinguished procurement experts, including Mr. Judex Donnel G. Llamoso, Administrative Officer V of the National Authority for Child Care – Regional Alternative Child Care Office V, and Director Renato M. De Vera, MNSA, former Director IV of the Department of Budget and Management – Region V. 

Key topics covered were Provisions of R.A. No. 12009 and its IRR, Procurement by Electronic Means, Strategic Procurement Planning, Mode of Public Procurement, and Contract Implementation and Sanction Mechanism. 

ParSU President Arnel B. Zarcedo, EDEL, highlighted the relevance of the activity in light of new legal mandates. "This training is not just an update but a strategic response to a legal and operational transformation. Noble, efficient, and adaptive procurement must be one of our strongest institutional pillars," he emphasized in his message.

President Zarcedo also reaffirmed that procurement must be viewed beyond the purchasing lens, calling it the "backbone of execution"—a critical function that turns plans into programs, ideas into innovations, and budgets into tangible outcomes that benefit students and communities.

The event was attended by university officials, faculty members, and non-teaching personnel, reinforcing ParSU's commitment to responsible, transparent, and strategic procurement practices.

With this, President Zarcedo reminded the participants of the significance of the training, stating, "This is about building the kind of institution that delivers, transforms, and uplifts—the kind of institution we want ParSU to be."

ParSU has long held itself accountable to the highest procurement standards, embracing transparency, efficiency, and integrity in all its procurement activities. This initiative further solidifies its reputation as an institution that not only complies with national mandates but, most importantly, gives value to public trust and quality service delivery.
