Partido State University (ParSU), in partnership with the World Wide Fund for Nature (WWF)โ€“Philippines, showcased its CATCHFISH Project (Collaborative Access to Tracking Community, Handling of Fisheries Information, Science, and Harvest) during the 25th National Tuna Congress on September 2-4, 2025, at the Trade Hall, General Santos City.ย 

At these events, ParSU presented the topics โ€œIUU Watch: Kumusta ang Catch Documentation sa Lagonoy Gulf at Mindoro Straitโ€ and โ€œKeeping Score on Local IUU: Catch Documentation in Lagonoy Gulf and Mindoro Strait.โ€ ย 

The invitation to present at the National Tuna Congress highlights ParSUโ€™s contribution to addressing illegal, unreported, and unregulated fishing. Fellow participants, specifically the Ministry of Agriculture, Fisheries, and Agrarian Reform in the Bangsamoro Autonomous Region in Muslim Mindanao (MAFAR-BARMM) also expressed interest in adopting the CATCHFISH system in their provinces and LGUs, further validating its relevance and potential impact.ย 

Launched in December 2024 through a three-year collaborative agreement between ParSU and WWFโ€“Philippines, the CATCHFISH system is a comprehensive fisheries management database for the Lagonoy Gulf and Mindoro Strait. Its core functions include fisherfolk registration, vessel and gear licensing, and catch documentation.ย 

By strengthening data-driven fisheries governance, the project supports Sustainable Development Goal (SDG) 9: Industry, Innovation, and Infrastructure, SDG 14: Life Below Water, and SDG 17: Partnerships for the Goals, affirming ParSUโ€™s commitment to sustainable fisheries, innovation, and community partnership, making the University a vital force in advancing responsible resource management in the region.ย

Partido State University (PARSU) proudly spearheaded a transformative initiative presented by Mr. Nicolas A. Pura and Dr. Joni Neil B. Capucao aimed at enhancing fisheries management in the MIMAROPA region by introducing the CATCHFISH (Collaborative Access to Tracking Community, Handling of Fisheries Information, Science, and Harvest) to the Local Government Unit (LGU) Fisheries Extension Officers at Parang Beach Resort, Calapan City, yesterday, March 26, 2025.

The initial deployment of CATCHFISH in Mindoro Strait and Lagonoy Gulf has been met with positive feedback from local fishing communities for the practicality and effectiveness of its system in improving fisheries management at the local level. Further, The Bureau of Fisheries and Aquatic Resources (BFAR) in MIMAROPA has expressed strong interest in adopting the system as a model for other regions, expanding its reach and impact.ย 

The CATCHFISH database is designed to address the critical needs within the fisheries sector, focusing on the efficient registration of fisherfolk, fishing vessels, and gear while enabling the real-time monitoring of catch data. By providing accurate information, the system supports sustainable fishing practices and effective resource management, contributing to the conservation of fish stocks and long-term sustainability.

Through collaborative efforts, ParSU remains steadfast that the CATCHFISH will improve the efficiency and sustainability in the fisheries sector, reflecting its mandates of promoting resilient communities.

ParSu Inks MOA with Breastfeeding Bicolanas in Support to Batu Ka Pala Projects (Babae, Tunay Kang Pinagpala)

Goa, Camarines Sur - Memorandum of Agreement (MOA) Signing Ceremony was held between Partido State University headed by Dr. Raul G. Bradecina - SUC President III and Breastfeeding Bicolanas headed by Ms. Verna A. Velasco - President, Breastfeeding Bicolanas, yesterday, November 10, 2022 at PSU Student Pavilion in support to the Batu Ka Pala Project which aims to empower the women in the coastal and upland areas of Partido in the areas of governance, education, and economic participation with four components and one of which is the Awareness Raising. The ceremony was spearhead by Rosemarie A. Tabardillo - Program Leader and Ms. Maria Fe Meliton - Project Leader.

The said MOA signing ceremony was also supported by Prof. Patricia M. Candelaria - Vice-president for Research, Extension & Knowledge Management, Ms. Luisa M. Lanciso - Director, Research & Development and other faculty members of the university.

ParSU Inks MOA with Department of Agriculture - PhilFIDA for Abaca Collaboration Projects

Partido State University President Dr. Raul G. Bradecina and Philippine Fiber Industry Development Authority (PhilFIDA) Executive Director Kennedy T. Costales formally signed Memorandum of Agreements on abaca collaboration projects last September 1, 2022. ย The activity of MOA signing was held at the Office of the Executive Director of PhilFIDA on the 3rd floor of the Department of Agriculture (DA) Central Office in Quezon City. It was witnessed by Engr. Joel P. Sadol as the PSU Salogon Campus Dean and Engr. Orlando D. Cocal as the Officer-in-Charge of the Technical Assistance Division of PhilFIDA.

These said projects aimed to establish abaca nursery center and demonstration farm at Salogon Campus. The projects were the initiatives of Engr. Sadol and Engr. Cocal in order that the abaca farmers of Camarines Sur have free access to abaca seedlings through the nursery center and an area for abaca research, extension, and production activities of Salogon Campus faculty and students through a demonstration farm.

The major role of PhilFIDA in the MOAs is to finance the establishment of the abaca nursery center and abaca demonstration farm. On the other hand, the university shall establish a solar-powered irrigation system for the nursery and should provide a 3-hectare area for the demonstration farm. The university properties located in Salogon Campus and in Digdigon, Goa, Camarines Sur were validated by the abaca technical personnel of PhilFIDA as potential areas for the establishment of this demonstration farm.

Before the MOA signings, Director Costales oriented the PSU officials who attended the activity about the nature of abaca farming in the Philippines and its business opportunities. The University officials were composed of Prof. Patricia M. Candelaria-Vice President for Research, Extension, and Knowledge Management, Prof. Rosemarie A. Tarbardillo - Director, Extension and Community Services; Prof. Luisa M. Lanciso - Partido State University-Research and Development Division Director; and Dr. Michael A. Clores - PSU Caramoan Campus Dean. After the orientation, PSU President, Dr. Raul G. Bradecina, shared his insights and personal experiences about the abaca industry. ParSU and Two Secondary Schools in Partido District Ink MOA on Academic Partnership

The Partido State University (PARSU) through Dr. Raul G. Bradecina, SUC President III and two secondary schools in Partido District through their respective principals have signed Memorandum of Agreement (MOA) on academic partnerships. The partnerships will cover the provision of trainings on the preparation and implementation of research and extension programs and the enhancement of instructional modules related to agriculture, the collaboration projects on vegetables and rabbit production and the assistance to school in a garden and its water supply irrigation systems.

The secondary schools involved in the MOA signing were Nato National High School (NNHS) represented by Ms. Felomina C. Vergara and Partido Agro-Industrial National High School (PAINHS) represented by. Dr. Robert S. Ablao. The MOA signing was held on November 3, 2022 for NNHS in Nato, Sagลˆay, Camarines Sur and on November 4, 2022 for PAINHS in Mabalodbalod, Tigaon, Camarines Sur. The MOAs were also signed by Engr. Joel P. Sadol, Mr. Lydio P. Sadol, Jr. and Mr. Edgar E. Bantog as witnesses for being the Campus Dean of PARSU Salogon Campus, the Faculty President of NNHS and the TVL Coordinator of PAINHS, respectively. The ceremonial signings of MOAs were participated by VPREKM Patricia M. Candelaria, Research Director Luisa M. Lanciso, Extension Director Rosemarie A. Tabardillo of PARSU and selected faculty of NNHS and PAINHS. This activity was an initiative of PARSU Salogon Campus and the two secondary schools mentioned.

Before the MOA signing, there was short talk between the parties and Dr. Bradecina of PARSU had stressed out that the sustainability of program partnerships should be the responsibilities of all parties concerned. He visions out that the partnership should transform the secondary schools into agri-edu-tourism sites in Partido District. The schools should be the venue for producing crops and animals that are grown and raised through recent and smart agricultural technologies, for educating students about agricultural related subjects for future food sustainability, for marketing of processed agricultural produces and for attracting tourists who are fun of agriculture.
