Partido State University (ParSU) successfully held its 24th Commencement Exercises from May 29 to June 2, 2025, celebrating the achievements of 1,590 graduates across its campuses and academic units.

Day 1, held at the ParSU Gymnasium, recognized 705 graduates from the College of Business and Management, College of Arts and Humanities, College of Education, and College of Science. The ceremony was graced by Hon. Ethel Agnes Pascua-Valenzuela, Commissioner of the Commission on Higher Education and Chairperson of the ParSU Board of Regents, who emphasized lifelong learning and resilience in an evolving world. Representing the graduates, Leomark Kevin De La Cruz Baldoza, Bachelor of Secondary Education major in Social Studies and Cum Laude, delivered an inspiring message on collective strength and purpose.

On Day 2, 798 graduates from the College of Engineering and Computational Sciences, College of Public Safety and Community Health, College of Fisheries and Marine Science, College of Agribusiness and Community Development, College of Hospitality and Tourism Management, and College of Environmental Science and Design were honored. The commencement speaker, Dr. Tirso A. Ronquillo, President of Batangas State University and President of the Philippine Association of State Universities and Colleges, called on the graduates to embrace continuous learning and accountability. Brian C. Cledera, Cum Laude and Bachelor of Science in Information Technology graduate represented the class with a heartfelt speech urging graduates to be brave, kind, and relentless in pursuing their purpose.

Day 3 was held at the Caramoan Campus for the 87 graduates of the College of Sustainable Communities and Ecosystems. The celebration began with a Baccalaureate Mass at the Parish of St. Michael the Archangel, presided over by Most Rev. Rex Andrew C. Alarcon, D.D., Archbishop of Caceres. Following this was the commencement exercises at the campus-covered court, with Hon. Rommel R. Serrano, Regional Director of the Department of Science and Technology Region V and ParSU Board of Regents member, as guest speaker. In his empowering message, RD Serrano praised the graduates' perseverance and urged them to elevate Caramoan's imageโ€”not only as a natural paradise but as home to future-ready professionals shaped by ParSU.ย 

Across all three days, the university echoed a unified message: resilience, excellence, and service define the Class of 2025. Each graduate now carries the hallmark of being a true ParSUanโ€”future-ready, socially responsible, and deeply rooted in community transformation.

To equip decision-makers with the knowledge, tools, and frameworks needed to design responsive and technology-enhanced learning pathways, Partido State University (ParSU) College of Education (CED), in partnership with the Panpacific University, successfully hosted the Hybrid Training on Microcredentials and Innovation in Teacher Education from June 2 to 3, 2025.ย 

Onsite and online participants from various ParSU colleges and offices delved into various topics, including internationalization in higher education and microcredentialing, focusing on the principles and policies of microcredentials in the Philippines and microcredential frameworks.ย 

The workshop featured distinguished speaker Dr. Engelbert C. Pasag, Vice President for Internationalization of Panpacific University and Communications Officer of University Mobility in Asia and the Pacific.ย 

This initiative cultivated ParSUโ€™s commitment to a culture of innovation and advanced its efforts toward modular, skills-based, and industry-relevant credentialing. The training laid a crucial foundation for establishing a seamless, effective, and sustainable micro-credentialing system tailored to the needs and goals of ParSU.

Consistent with its mission of promoting biodiversity science and conservation, Partido State University, through the College of Sustainable Communities and Ecosystems โ€“ Department of Conservation Biology, has embarked on a new academic program that it has dubbed "Exploring Biodiversity Frontiers: A Lecture Series on Systematics, Herpetology, and Biogeography."

The lecture series commenced on May 26, 2025, via Zoom, when Dr. Rafe M. Brown, ย a Fulbright Visiting Professor and renowned Southeast Asian herpetofauna expert in the international scene, gave a lecture. Dr. Brown is Curator-in-Charge, Herpetology Division of the University of Kansas Biodiversity Institute and Professor of Ecology and Evolutionary Biology at the University of Kansas, USA.

Dr. Brown, with this lecture titled โ€œResearch Biocollections Ensure Professionalism, Transparency, Reproducibility, and Rigorous Scientific Integrity in Caramoan Biodiversity Conservation Science,โ€ highlighted the vital role of biocollections and specimen-based research in biodiversity conservation. In his lecture, he emphasized how these resources ensure credible, reproducible scientific work and are the cornerstone of successful conservation planning in areas such as Caramoan, a biologically diverse region in the Philippine biodiversity hotspot.



A Growing Need for Biodiversity Science

The Philippines is among the world's 17 megadiverse nations and a declared global biodiversity hotspot. With its distinctive ecosystems and strong endemism, there is a strong need to advance local competence in Systematics, Herpetology, and Biogeographyโ€”disciplines which enable scientists to categorize species, comprehend their evolutionary backgrounds, and plot their ecological distributions.

This lecture series addresses that need by combining academic instruction, advanced research, and public engagement. It is intended to support ongoing faculty and student research in biodiversity documentation, conservation of endemic species, and science-based policy development for sustainable environmental management.

The activity brought together 50 participants from different academic institutions and government agencies across the Philippines, including participants from Partido State University, University of the Philippines, University of Santo Tomas, Cebu Technological University, Polytechnic University of the Philippines, Sultan Kudarat State University, Central Bicol State University of Agriculture โ€“ Pasacao, National Museum of the Philippines, University of Eastern Philippines, and other organizations.

โ€œExploring Biodiversity Frontiersโ€ is part of an extended research-cum-extension lecture series that seeks to bridge scholarly research and community engagement. It embodies ParSUโ€™s dedication to producing research-informed graduates, fostering scientific dialogue, and building partnerships that support biodiversity conservation and sustainable development.

The next lectures in the series will continue to feature relevant and timely topics aligned with the universityโ€™s research thrusts and conservation goals.

To uphold the delivery of quality and transformative forestry education for its students, Partido State University (ParSU) College of Environmental Science and Environmental Design(CESD)Tinambac Campus welcomed the esteemed Commission on Higher Education (CHED) Regional Quality Assessment Team (RQAT) for the Evaluation of the Application for Issuance of the Certificate of Program Compliance (COPC) to the Bachelor of Science in Forestry (BSF). ย 

Dr. Michael B. Mallari, Education Supervisor of CHED Regional Office V, and Dr. Rusty G. Abanto, RQAT member, conducted an onsite evaluation and ocular inspection of facilities and learning resources to ensure that the program complies with CHED's standards for COPC issuance.ย 

In his welcome message, ParSU President Arnel B. Zarcedo, EDEL, emphasized that sustainable resource management must be science-based, locally grounded, and future-oriented, forming the BSF's core philosophy. This also forms part of the university's broader vision to become a Center of Excellence in Environmental and Natural Resource Management, a key pillar in the strategic thrust of Partido State University, aiming to position ParSU not only as a provider of quality instruction but also as a driving force in regional and national efforts toward sustainable development.ย 

Notably, during the exit conference, the RQAT had favorable findings on ParSU's faculty, faculty development initiatives, library facilities, support services, and laboratories, among others. Thus, ParSU's BSF was generally compliant, with recommendations for further improvements, marking a significant step toward obtaining the COPC.ย 


In response, Yolda T. Abante, MRM, MAN, OIC Dean of the CESD, expressed sincere appreciation for the evaluators' feedback and extended sincere gratitude for the support, hard work, and dedication of all the administration, university officials, Mr. Frances Turiano, Department Chair of CESD, and the CESD faculty and non-teaching personnel, highlighting that this milestone was a result of collective efforts of the ParSU community.ย 

As the college pushes forward with strengthening its BSF program, the positive result of the visit stands as a testament to ParSU's dedication to providing quality instruction that continually seeks excellence in its service.ย

In line with its preparation for the Civil Service Commission's Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), Partido State University (ParSU) conducted a benchmarking activity at two state universities in the Bicol Regionโ€”Camarines Sur Polytechnic Colleges (CSPC) and Central Bicol State University of Agriculture (CBSUA) last May 26, 2025.ย 

The activity aimed to gather best practices, operational procedures, and relevant documentation concerning the implementation of key human resource management systems and policies.

The morning session was held at CSPC, where CSPC President Dr. Amado A. Oliva Jr. warmly welcomed the ParSU delegation led by ParSU President Arnel B. Zarcedo, EDEL. During the session, the Strategic Performance Management System (SPMS) Guidelines were discussed, providing valuable insights into the performance management framework and its alignment with PRIME-HRM standards. In the afternoon, the delegation proceeded to CBSUA for another session where CBSUA Vice President for Administration and Finance Atty. Dominador F. Faurillo guided the exchange of insights on CBSUA's human resource systems and compliance measures.ย 

This collaborative initiative demonstrates ParSU's ongoing efforts to refine its services and underscores its commitment to institutional excellence and continuous improvement in human resource management.
