As part of its commitment to building sustainable and resilient communities, Partido State University (ParSU) joins the Department of Social Welfare and Development (DSWD) for the ceremonial signing of the Memorandum of Agreement and Understanding under the Sustainable Livelihood Program (SLP) yesterday, May 5, 2025, at the La Roca Veranda Suites and Restaurant, Gogon, Legazpi City.ย 

The SLP aims to improve socio-economic conditions by developing skills, building livelihood assets, and enhancing access to key resources for long-term self-sufficiency.ย 


As a key academic institution in the Bicol Region, ParSU brings its strengths in science and research to the partnership. ParSU President Arnel B. Zarcedo, EDEL, and Vice President for Research, Extension, and Knowledge Management Dr. Raul G. Bradecina represented the university, underscoring the latter's role in aligning academic expertise with community development initiatives.ย 

In his message of support, President Zarcedo emphasized the university's role as an active development partner in education and fostering real, measurable impact through extension programs and collaborative community work.

"Through this partnership, we aim to provide capacity-building, technical assistance, and knowledge-sharing to strengthen livelihood initiatives across the region." he furthered. ย 


Under this MOA, ParSU joins a growing network of partners from both the public and private sectors dedicated to livelihood enhancement across the Bicol Region, such as the Central Bicol State University of Agriculture, Bicol State College of Applied Science and Technology, Sorsogon State University, Philippine Crop Insurance Corporation RO V, Family Planning Organization of the Philippines, Young Men's Christian Association (YMCA) of Albay, Inc., Cebuana Lhuillier, Agribusiness Rural Bank, Urban Gardening and Agricultural Technologies Integrated Farm, Bikolanas Agriculture Cooperative, United Nutrition, Animal Health Care Corp., and the Rotary Club of Masbate.ย

In line with Partido State University's (ParSU) commitment to producing competent, career-ready graduates and strengthening industry linkages, ParSU engaged in a discussion with IBM Naga to explore a strategic partnership focused on expanding career opportunities for ParSU students and graduates, prioritizing those under the College of Business and Management (CBM).

The discussion covered plans for onsite screening for job placement, job fairs, and a potential Memorandum of Understanding between the two institutions, which are solid steps toward bridging education and employment.ย 

In attendance were ParSU officials, CBM faculty and staff, IBM Naga Site Leader Ms. Joan Santero, Business Sales and Delivery Executive Mr. Satish Srinivas, and Business Operations Manager Mr. Alex Santos.

This collaboration provides valuable career paths and diverse opportunities for ParSUans, allowing them to proudly carry the values instilled by the university in their future endeavors.

To promote a more transparent and efficient public service, ย the Commission on Audit (COA) convened an exit conference with Partido State University (ParSU) today, April 28, 2025.ย 


Led by Regional OIC-Supervising Auditor Cecil Imperial and Audit Team Leader Antonette Nabus, alongside Audit Team Members Charris C. Paelma-De Lara and Joedy Mae Mangampo, the conference served as a platform to formally present and discuss the summary of audit findings, observations, and recommendations for Fiscal Year 2024.ย 


ParSU officials and unit heads provided responses, justifications, and corrective actions implemented regarding previously issued COA Audit Observation Memorandums, where both parties worked toward ensuring that all audit findings were addressed. Further, the status of the implementation of audit recommendations from previous years was briefly discussed, highlighting that ParSu has already complied with and implemented 81% of these recommendations.ย 


Meanwhile, Auditor Imperial emphasized the importance of audits for the continuous improvement of the university. She also expressed gratitude for ParSU's support and cooperation, which resulted in the successful conclusion of the audit. ย 


With this, ParSU President Arnel B. Zarcedo, EDEL, reiterated the university's dedication to good governance, assuring compliance with all the recommendations to enhance the university's operations and services.ย 


This exit conference reflects ParSU's continuous quest for excellence, improvement, and responsible governance, ensuring that its stakeholders will be served with the utmost quality and integrity.ย

In a collaborative move towards food security, environmental sustainability, and community empowerment, Partido State University (ParSU), through its College of Fisheries and Marine Sciences (CFMS) Sagรฑay Campus and in partnership with the Bureau of Fisheries and Aquatic Resources (BFAR), held the Ceremonial Dispersal of Breeders at the Wet Laboratory, ParSU Sagรฑay, Camarines Sur.ย 

The event highlighted the symbolic dispersal of two Improved Brackishwater Enhanced Selected Tilapia (iBEST) strainsโ€”comprising 1,000 Line 1 and 1,000 Line 2 iBEST breeders, a meaningful gesture signifying the start of a shared commitment to advancing science-based aquaculture practices, promoting long-term fish cultivation, and reducing dependence on commercial hatcheriesโ€”laying the groundwork for more resilient and self-sustaining local aquaculture.ย 

Beyond enhancing local aquaculture capacities, the initiative reflects a deeper alignment, anchoring with ParSU's strategic plan and covering two of its strategic thrusts, which are (1) to intensify knowledge creation, innovation, and entrepreneurship and (2) to promote regional development and support global development goals. This milestone set the tone for the rest of the program, where key stakeholders gathered to affirm their shared vision and chart the path forward.

While seeking to enhance local food supply and encourage resilient practices, this partnership highlights the value of research and stakeholder engagement in creating solutions that will benefit not only the local fishers but also its neighboring communities.ย

In line with its commitment to streamline government processes and enhance service delivery, Partido State University (ParSU) conducted an online Seminar-Workshop on the Anti-Red Tape Act (ARTA) and the Citizen's Charter (CC) yesterday, April 25, 2025.ย 

The activity aimed to promote a culture of transparency, accountability, and efficiency within the university. Guest speakers Atty. Clara Louisse J. Yumang and Ms. Kristine Joy ย T. Fajardo led the in-depth discussions on the sailient provisions of the RA 11032 and Memorandum Circulars No. 2019-002 and 2019-002-A series of 2019 respectively. In the afternoon, Dr. Kennedy Cuya, ParSU Executive Assistant to the Vice President for Academic Affairs, facilitated the workshop, allowing selected offices, specifically newly created ones, to present their draft of CC for constructive feedback and suggestions for improvement from Dr. Rina A. Abner-Puerta, ParSU ARTA and CC focal person alongside Atty. Yumang and Ms. Fajardo.

The initiative equipped the participants with the knowledge and skills to implement effective, citizen-centered services, reduce bureaucratic barriers, and ensure compliance with national standards.

Further, it encouraged collaboration and continuous improvement in public serviceโ€”reflecting ParSU's commitment to its Ease of Doing Business initiatives and its broader goal of responsive and efficient governance.
