College of Environmental Science and Design
The College of Environmental Science and Design (CESD) is a constituent college of Partido State University (ParSU) in Camarines Sur, Philippines, specializing in environmental science, planning, and forestry education. It is based at ParSUโs Tinambac Campus, previously known as the ParSU Tinambac Campus, which originated as the Tinambac Polytechnic Institute (TPI) established in 1995. CESD aligns with the universityโs vision to be a leading institution in geology, bio-resource science, and environmental management, reflecting a strong commitment to sustainable development and community engagement. Academically, CESD is organized into two departments, i.e., the Protected Area Management (covering Environmental Science and Environmental Planning programs) and Forestry (covering the Forestry program), which oversee its degree offerings.
Departments
Protected Area Management Department
The Protected Area Management Department offers the Bachelor of Science in Environmental Science (BSES) and the Bachelor of Science in Environmental Planning (BSEP), programs designed to address the urgent challenges of environmental protection, conservation, and sustainable development. Through strong foundations in science, planning, and management, the department trains students to analyze environmental issues, design sustainable solutions, and contribute to policy, research, and community engagement.
With BSES providing a science-based understanding of humanโenvironment interactions and BSEP emphasizing planning and sustainable design, the department produces graduates equipped to respond to local, regional, and global environmental concerns. Both programs instill critical thinking, ethical responsibility, and leadership, preparing students to promote ecological balance, cultural heritage, and resilient communities.
Forestry Department
The Forestry Department offers the Bachelor of Science in Forestry (BSF), a program that prepares graduates to meet the challenges of environmental protection, conservation, and sustainable forest management. It provides students with strong theoretical knowledge and technical skills in forestry while instilling values of stewardship, community service, and sustainability.
Through training in forest science, management, and policy, the program equips students to assess forest ecosystems, develop community-based strategies, and contribute to climate change adaptation, disaster risk reduction, and sustainable livelihoods. Graduates are prepared for research, extension, and professional service, capable of advancing forestryโs role in both national and global development.

Program Offerings
BS Environmental Science (BSES)
The BSES is a four-year program focusing on ecological and environmental management. It is an established flagship program of CESD, having been granted a Certificate of Program Compliance (COPC No. 13, Series of 2021) by the Commission on Higher Education in 2021. It holds a Level II re-accredited status (valid until November 30, 2025) in recognition of its compliance with quality standards. This Level II re-accreditation indicates that the program has met rigorous academic criteria and undergone successful evaluation by accrediting bodies, ensuring that students receive quality instruction and training.
The Bachelor of Science in Environmental Science (BSES) program prepares graduates to address the growing challenges of environmental protection, conservation, and sustainable resource management. It equips students with a solid foundation in the physical and natural sciences, enabling them to understand the impacts of human activities on ecosystems and to make informed decisions on the wise use of natural resources and the maintenance of livable environments. The program develops critical thinking, problem-solving, and research skills, while instilling values of responsibility, community involvement, and sustainability.
Students are trained to analyze and interpret scientific data, apply innovative and practical solutions, and contribute to environmental management in both local and global contexts. Graduates are capable of conducting research, extension, and policy-oriented activities that promote ecological balance, climate resiliency, and sustainable development. With competencies that span interdisciplinary collaboration, scientific communication, and ethical responsibility, they are prepared to serve as leaders and professionals committed to protecting the environment and advancing the well-being of society.
BS Environmental Planning (BSEP)
The BSEP is a pioneering program aimed at training students in sustainable development planning, land use, and environmental policy. Launched in the mid-2020s, ParSU is the only university in the Bicol Region currently offering a BS in Environmental Planning, underscoring CESDโs regional leadership in this field. The BSEP underwent a CHED Regional Quality Assurance Team (RQAT) evaluation on June 18โ19, 2025, and received positive results with recommendations for final compliance by August 2025. As a newly offered program (less than 5 years old), it is not yet accreditable by traditional accrediting agencies. However, the successful RQAT review is a crucial step toward obtaining its COPC, demonstrating that the program is on track to meet the national academic standards.
The Bachelor of Science in Environmental Planning (BSEP) program is designed to equip students with the knowledge, skills, and values needed to address the complex challenges at the intersection of nature, culture, technology, and economics. It provides a strong foundation in the principles and methods of environmental planning, emphasizing sustainable environmental design, conservation, and management. The program prepares students to create equitable, efficient, healthful, and ecologically sustainable environments that improve community welfare and contribute to long-term economic prosperity.
Graduates are trained to apply scientific, analytical, and problem-solving skills in planning and research, engage in community extension work, and demonstrate ethical and professional responsibility. With competencies spanning natural and social sciences, planning practices, and sustainability frameworks, they are prepared to respond to local, regional, and global environmental issues while promoting Filipino cultural and historical heritage.
BS Forestry (BSF)
BS Forestry is a program dedicated to forest science, conservation, and resource management. The BS Forestry at CESD was recently granted its COPC (COPC No. 77, Series of 2025) on June 4, 2025. This CHED certification confirms that the BSF curriculum, faculty, and facilities comply with the required standards. As a new offering (under five years in operation), the BSF program is not yet eligible for formal accreditation status. Nonetheless, securing the COPC is a significant milestone that validates the quality of the forestry program and enables it to operate with CHEDโs approval. The COPC issuance followed a successful evaluation by CHEDโs RQAT in early June 2025, which verified that the program meets outcomes-based education criteria in areas such as curriculum design, instruction, and support resources
The Bachelor of Science in Forestry (BSF) program is designed to produce graduates who are responsive to the pressing challenges of environmental protection, conservation, and sustainable resource management. It equips students with strong theoretical knowledge and technical skills in the principles and methods of forestry, while nurturing a deep appreciation of the role of forests in improving the quality of life, socio-economic upliftment, and the creation of sustainable communities.
The program emphasizes scientific and practical competencies in forest science, management, and conservation. Students are trained to assess and account for forest ecosystems and their services, develop community-based management strategies, and contribute to climate change adaptation, disaster risk reduction, and sustainable livelihoods. Graduates are prepared to conduct research, extension, and policy development, while upholding ethical responsibility, professional service, and respect for Filipino cultural and environmental heritage. They are equipped to serve in multidisciplinary and multicultural contexts, advancing forestryโs role in national and global development.
