𝐏𝐚𝐫𝐭𝐢𝐝𝐨 𝐒𝐭𝐚𝐭𝐞 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 (𝐏𝐚𝐫𝐒𝐔) 𝐡𝐚𝐬 𝐞𝐦𝐞𝐫𝐠𝐞𝐝 𝐚𝐬 𝐭𝐡𝐞 𝐭𝐨𝐩-𝐩𝐞𝐫𝐟𝐨𝐫𝐦𝐢𝐧𝐠 𝐒𝐭𝐚𝐭𝐞 𝐔𝐧𝐢𝐯𝐞𝐫𝐬𝐢𝐭𝐲 𝐚𝐧𝐝 𝐂𝐨𝐥𝐥𝐞𝐠𝐞 (𝐒𝐔𝐂) 𝐢𝐧 𝐁𝐢𝐜𝐨𝐥 𝐑𝐞𝐠𝐢𝐨𝐧 𝐢𝐧 𝐭𝐡𝐞 𝐫𝐞𝐜𝐞𝐧𝐭𝐥𝐲 𝐫𝐞𝐥𝐞𝐚𝐬𝐞𝐝 𝟐𝟎𝟐𝟒 𝐀𝐠𝐞𝐧𝐜𝐲 𝐏𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞 𝐑𝐞𝐯𝐢𝐞𝐰 (𝐀𝐏𝐑), 𝐚𝐥𝐬𝐨 𝐤𝐧𝐨𝐰𝐧 𝐚𝐬 𝐭𝐡𝐞 𝐁𝐮𝐝𝐠𝐞𝐭 𝐧𝐠 𝐁𝐚𝐲𝐚𝐧 𝐌𝐨𝐧𝐢𝐭𝐨𝐫, 𝐜𝐨𝐧𝐝𝐮𝐜𝐭𝐞𝐝 𝐛𝐲 𝐭𝐡𝐞 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐁𝐮𝐝𝐠𝐞𝐭 𝐚𝐧𝐝 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 (𝐃𝐁𝐌).

The review assessed the performance of over 300 agencies nationwide—including SUCs—based on three major dimensions: financial performance, physical performance, and the timeliness and quality of report submissions.

According to the DBM report, Partido State University outperformed its Bicol counterparts.

ParSU’s high rating affirms its efficient fund utilization, robust program implementation, and commitment to transparency and accountability in the delivery of quality education, research, and community services.

𝑹𝒆𝒄𝒐𝒈𝒏𝒊𝒕𝒊𝒐𝒏 𝒐𝒇 𝑬𝒙𝒄𝒆𝒍𝒍𝒆𝒏𝒄𝒆

The DBM highlighted that SUCs with strong fiscal discipline and timely accomplishment reporting demonstrated the ability to translate public investments into meaningful outcomes—ranging from improved learning environments and high research productivity to active community engagement.

In the Bicol Region, Partido State University’s performance places it at the forefront of higher education institutions that exemplify these standards, setting a benchmark for academic and operational excellence in Southern Luzon.

𝑵𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑪𝒐𝒏𝒕𝒆𝒙𝒕

Nationally, only four SUCs achieved a perfect score of 5.0 (Outstanding), namely: Cagayan State University, President Ramon Magsaysay State University, Biliran Province State University, and Davao del Sur State College. 

While ParSU did not receive a perfect 5.0, its ranking as Bicol’s best-performing SUC in the 2024 APR reflects significant progress in governance, financial efficiency, and service delivery.

𝑨 𝑪𝒐𝒎𝒎𝒊𝒕𝒎𝒆𝒏𝒕 𝒕𝒐 𝑮𝒐𝒐𝒅 𝑮𝒐𝒗𝒆𝒓𝒏𝒂𝒏𝒄𝒆

The APR forms part of DBM’s whole-of-government approach to promote transparency, accountability, and bureaucratic efficiency. Secretary Amenah F. Pangandaman noted that 95 percent of evaluated agencies in 2024 earned either “Outstanding,” “Very Satisfactory,” or “Satisfactory” ratings, a reflection of the government’s push for better public service delivery.

For Partido State University, this recognition solidifies its position not only in education and research but also in fiscal discipline and institutional governance.
