











Partido State University (ParSU) moved a step closer to offering its Bachelor of Science in Nursing (BSN) program, following the Commission on Higher Education (CHED) Regional Quality Assessment Team (RQAT) ocular visit at the College of Public Safety and Community Health (CPSCH) โ Lagonoy Campus on October 7, 2026.
The visit formed part of ParSUโs application to offer the BSN program and provided an opportunity for the University to demonstrate its capacity to deliver nursing education that meets national quality standards.
Anchoring the Universityโs efforts is its commitment to make nursing education more accessible to communities in Partido and nearby areas. In his message, ParSU President Dr. Arnel B. Zarcedo emphasized that the proposed program is not simply a response to the clamor for nursing education, but also a responsibility to ensure that students receive quality and affordable education. โWe must first demonstrate that Partido State University is readyโnot simply because there is demand, but because we are capable of providing the quality of education that our students deserve,โ he added.
This perspective guided the RQAT ocular visit, which assessed the proposed programโs readiness across key areas, including administration, faculty, curriculum, library resources, infrastructure, equipment, and other facilities necessary for the delivery of nursing education.
During the exit conference, CHED Supervisor of the RQAT, Dr. Ma. Pamela M. Sorra-Viรฑas, and RQAT Evaluator, Dr. Mary Joy B. Sande, provided constructive feedback, outlining key areas for further enhancement as ParSU works toward meeting national standards for the new program.ย
The assessment was supported by key University officials and CPSCH faculty and staff, including President Zarcedo; Vice President for Academic Affairs and Concurrent Dean of ParSU Caramoan Dr. Michael A. Clores; Vice President for Executive Operations and Institutional Development Engr. Kier P. Gasga; CPSCH Dean Dr. Shirlene S. Esplana; Nursing Program Chairperson Dr. Joseph A. Bermido; and members of the CPSCH faculty and staff.
More than a step toward program expansion, the RQAT visit reflects ParSUโs continuing efforts to widen access to quality higher education in the region while ensuring that new academic offerings are built on readiness, quality, and institutional capacity.
With the visit completed, ParSU looks forward to the final approval from CHED and the eventual implementation of the BSN program, which will help prepare future nurses to serve communities with competence and compassion.ย
