





Partido State University (ParSU) through its Human Resource Management Unit (HRMU) conducted a week-long General Orientation on the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) through a combination of online and face-to-face sessions across its seven campuses. The activity brought together University officials, faculty, and personnel to strengthen their understanding of human resource systems, policies, committee roles, and standard procedures. It featured clear process flowcharts and in-depth discussions facilitated by designated chairpersons of the PRIME-HRM pillarsโRecruitment, Selection and Placement; Learning and Development; Performance Management; and Rewards and Recognition.
In his message, ParSU President Dr. Arnel B. Zarcedo emphasized that as the University prepares for the upcoming PRIME-HRM evaluation visit this February, compliance alone is not enough. He stressed the importance of being fully informed and actively engaged in strengthening ParSUโs human resource management systems. He concluded by saying, โThis orientation is an invitation for us to reflect on who we are as a university, how we care for our people, and how we can become better stewards and contributors to systematic human resource management.โ
This blended, week-long orientation underscores ParSUโs commitment to institutional readiness and continuous improvement in public service. It also serves as a key preparatory activity for the Universityโs PRIME-HRM Evaluation on February 4, 2026. ParSU continues to reinforce its adherence to meritocracy and excellence in human resource management, ensuring fairness, transparency, and inclusivity in its systems.
