Partido State University (ParSU) received high recognition from the Commission on Higher Education (CHED) Region V for producing national topnotcher in the Fisheries Technology Licensure Examinations and being one of the top-performing schools in the Criminology Licensure Examination, highlighting ParSU’s consistent pursuit of academic excellence and its significant contribution to quality higher education in the Bicol Region and beyond. 

The recognition was conferred during the Internationalization and Bicolano Advocacy for Leadership, Outreach, and Nation-building for Global Sustainability (IBALONG) Awards held at Proxy by The Oriental, Legazpi City, received by ParSU President Dr. Arnel B. Zarcedo. 

This milestone stands as a testament to ParSU’s unwavering dedication to academic excellence and to nurturing globally competent graduates who embody integrity, service, and academic distinction. It also reinforces the University’s vital role in shaping professionals who bring pride not only to ParSU but also to the entire Bicol Region. 

The recognition ceremony formed part of the HERAS and I: “Higher Education Research for Advancing Scholarship” and Internationalization event, themed “Bicol Research Initiatives for Greater Habits and Transformation,” held on November 4–6, 2025, in Legazpi City, Albay, aiming to equip researchers with strategies to enhance academic publications, strengthen global research connections, and advance international research visibility. Representing ParSU during the HERAS was OIC Director of the Research and Development Division Prof. Patricia M. Candelaria
