To continue the implementation of the production and distribution of Abaca planting materials, Partido State University (ParSU), through its College of Agribusiness and Community Development (CACD) Salogon Campus, renewed its partnership with the Philippine Fiber Industry Development Authority (PhilFIDA) during the "Strengthening the Abaca Industry through Strategic Partnership: Memorandum of Agreement (MOA) Signing" held on February 16, 2026, at the CACD Multi-Function Hall.
At the heart of this collaboration is the ParSU Abaca Nursery, established in 2022. Through the Plant, Protect, Produce Program, the nursery has evolved from a conventional extension project into a strategic hub for research, production, and community development. It supports the abaca industry by providing science-based propagation of high-quality planting materials, technology demonstrations, research-driven innovation, and capacity-building programs for local farmers and partner communities.
ParSU President Dr. Arnel B. Zarcedo highlighted the initiative's role in integrating science, agriculture, and technology to uplift communities. "When universities and government agencies work together, they create not temporary assistance, but lasting capacity," he emphasized. By continuously producing and distributing quality abaca planting materials, ParSU and PhilFIDA are strengthening the fiber industry while empowering local farmers.
The ceremony gathered key officials, including Ms. Mary Anne R. Molina, OIC PhilFIDA Regional Director; Mr. Marlon Rebancos, Chief of the Technical Assistance Unit; Dr. Raul G. Bradecina, ParSU Vice President for Research and Extension; Dr. Jenny P. Lorio, Dean of CACD; OIC Director-Extension & Community Services Division, Ms. Luisa M. Lanciso; OIC Director-Research & Development Division, Prof. Patricia M. Candelaria; Fiber Development Officer (FDO) I, Analyn C. Fresnoza; FDO II, Virginia Roranes, and Provincial Fiber Officer of Camarines Sur, Ms. Jenny Anne O. Remolar.
The partnership demonstrates how collaborative action drives sustainable development, builds resilient livelihoods, and promotes inclusive growth in local communities. Through the Abaca Nursery and other ongoing projects, ParSU continues its mandate to be a catalyst for innovation, research, and community empowerment.ย
