In a strategic move to enhance its human resource management systems and promote institutional excellence, Partido State University (ParSU), in partnership with the Civil Service Commission (CSC), conducted a two-day Orientation on the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) on May 7-8, 2025, at the RDE Training Hall, Goa, Camarines Sur.Β 

The orientation aimed to provide participants with a comprehensive understanding of the four core HR systems under the PRIME-HRM framework, namely (1) Recruitment, Selection, and Placement, (2) Learning and Development, (3) Rewards and Recognition, and (4) Performance Management.Β 

Ms. Dana Valiente-Altea, Supervising HRIS, and Mr. Orielle Micko B. Perez, Administrative Assistant II, key resource persons from CSC Regional Office V, led insightful discussions and interactive workshops to deepen participants' understanding of PRIME-HRM standards and practices, and to guide ParSU in aligning its systems with the competencies and requirements set by the CSC. These sessions focused on practical assessment and strategic action within the PRIME-HRM systems.Β 

In his message, ParSU President Arnel B. Zarcedo, EDEL, underscored the significance of the initiative as one of his advocacies, and how it serves as a crucial step in ParSU's collective transformational journey, emphasizing the importance of integrity, fairness, and excellence in human resource management and how the initiative mirrors ParSU's commitment to Sustainable Development Goal 16, which advocates for institutions grounded in justice, inclusivity, and accountability. "It ensures that appointments, promotions, trainings, and performance evaluations are based on merit, not on favor, not on politics," he added.Β 

ParSU recognizes the PRIME-HRM initiative as a strategic pathway toward a professionalized human resource management system and cultivating a motivated and inspired workforce. Aligned with its Strategic Development Plan, ParSU recognizes the active participation of stakeholders in cultivating an inclusive community driven by individuals who feel genuinely valued, supported, and empowered.

With this, President Zarcedo encouraged the ParSU community to reflect on their roles in strengthening their respective areas, stressing the importance of collaboration and shared responsibility. "This orientation helps us understand where we are now regarding HRM systems, where we want to be, and what steps we need to take to get there. It's a shared opportunity for a better ParSU, where we help each other and grow together," he concluded.Β 

As ParSU submits itself for PRIME-HRM Level 2 accreditation, it reaffirms its strong commitment to the continuous development of its system to continue building a culture of meritocracy and excellence within the university.
