Marking a significant milestone in the University's continued growth and development, Partido State University (ParSU) and the Local Government Unit of Goa (LGU Goa) formally signed a Deed of Donation (DOD) covering 80,176.18 square meters of land during a ceremonial signing held on August 4, 2026, at the ParSU Board Room, formally transferring ownership of the University's long-standing campus properties to ParSU.ย
Authorized through Sangguniang Bayan Resolution No. 251, Series of 2026, it formally conveys parcels of land suitable for educational and institutional use from the Municipality of Goa to ParSU.ย
The ParSU Board of Regents likewise authorized University President Dr. Arnel B. Zarcedo to receive the donated properties on behalf of the University through BOR Resolution No. 28, Series of 2026, approved during the 100th Board of Regents Meeting held on July 15, 2026, at the CHED Central Office in Diliman, Quezon City, and via Zoom.
In his message, President Zarcedo emphasized the importance of the DOD that formally secured the lands that have long been home to ParSU, marking the culmination of 25 years of collaboration between LGU Goa and ParSU and ensuring that the land is permanently dedicated to education and institutional development. "This donation is more than a transfer of land; it is LGU Goa's lasting investment in education and in the future of every ParSU student," he added.
Beyond the legal transfer, the donated properties carry a rich legacy of community generosity. Originally contributed by Goaeรฑos who believed in the transformative power of education, these lands became the foundation of institutions that evolved from Partido High School to Partido National High School, Partido College, and ultimately ParSU.
With legal ownership now secured, ParSU is better positioned to plan and implement long-term campus development, including the construction of new learning facilities and essential infrastructure to strengthen instruction, research, and student services, among other areas, and enables ParSU to meet the region's growing educational needs while aligning campus development with local priorities.ย
Present during the ceremony were university officials, Municipal Mayor Hon. Raquel Lim, Municipal Vice Mayor Hon. Marcel Michael Pan, Municipal Councilors Hon. Protacio C. Pena, Jr. and Hon. Pinky A. Puntual, Municipal Assessor Mr. Jonas Nobel Ariola, SB Secretary Enrico Enciso, and members of the Committee on Environmental Protection and Natural Resources and Energy, Committee on Cooperative and Non-Governmental Organization, and Committee on Housing and Land Utilization, chaired by Hon. Ruby P. Pan, with Hon. Protacio C. Pena, Jr. as Vice Chairperson and Hon. Manuel T. Asor, Hon. Antolin P. Respall, DMD, and Hon. Pinky A. Puntual as members.ย
Through this partnership, more young people in Goa and neighboring communities will gain greater access to quality higher education and better opportunities for personal and professional advancement.
