The Partido State University, through its Quality Assurance Office (QAO), successfully conducted the "Completed Staff Work (CSW): Delivering Quality, Efficient, and Sustainable Administrative Services" training on November 5, 2026, at the ParSU Cabotonan Extension Site, directly supporting ParSU's strategic commitment to institutional excellence and sustaining its academic mission.
The training aimed to strengthen the competencies of non-teaching personnel in systematic problem-solving and decision-making. Emphasizing accountability, efficiency, and professionalism, the activity equipped participants with practical approaches for preparing accurate, well-supported recommendations that facilitate timely, informed management decisions.ย
In his message, ParSU President Dr. Arnel B. Zarcedo highlighted the importance of the principle of CSW, particularly taking ownership, anticipating concerns, verifying information, considering alternatives, and submitting well-prepared recommendations that are ready for action. โIn public service, what matters is not simply that the work is done, but that it is done correctly, completely, and with excellence," he concludes.
The session featured insights from key ParSU leaders, making it a direct investment in the participants' professional growth rather than just a transfer of knowledge. Ms. Leih Anne R. Odoรฑo, Board Secretary V and Director of the International Affairs Office, helped staff reframe "Understanding Completed Staff Work" as a tool for their own career advancement, not just an administrative requirement. Ms. Odoรฑo connected "The CSW Mindset and the Role of Support Personnel" to the tangible value each employee brings to the University, reinforcing that competent support work is leadership in action.ย
Meanwhile, Ms. Monette A. Espia, Administrative Officer V and Lead Internal Quality Auditor of the QAO, facilitated two sessions: "From Concern to Action: Problem Identification and Analysis" and "From Analysis to Recommendation: Developing Decision-Ready Staff Work." The sessions guided participants through a systematic approach to identifying workplace concerns, analyzing underlying problems, evaluating possible solutions, and formulating well-supported recommendations that facilitate informed and timely management decisions.ย
Participants were encouraged to recognize the value of their respective roles and their contribution to the University's overall effectiveness. The discussions reinforced the idea that quality administrative service begins with individual responsibility, initiative, and a commitment to doing things right.ย
The training also featured hands-on workshops and group presentations, allowing participants to apply the principles of CSW to practical workplace situations. It concluded with the development of concrete action plans to integrate CSW principles into their respective work processes, promoting the immediate application of the knowledge and skills gained.
This initiative reinforces ParSU's commitment to continuous improvement and a culture of quality, where competent personnel, accountable practices, and efficient administrative processes contribute to stronger institutional performance and better service delivery.ย
