


Partido State University (ParSU) and Goa Community College (GCC) formally reinforced their long-standing collaboration through the signing of a Memorandum of Understanding (MOU) held at the ParSU Board Room on February 5, 2026.
The MOU, forged through ParSUโs College of Education (CED), institutionalizes the partnership between the two academic institutions and aims to further strengthen their synergy as partners in education and community development. The agreement serves as a framework for closer collaboration in advancing their shared mandates and community-oriented functions.
The MOU was formally signed by ParSU President Dr. Arnel B. Zarcedo and GCC President Dr. Nita V. Morallo, marks the continuing partnership between the two โsibling institutions.โ A former ParSU President, Dr. Moralloโs involvement further reflects the institutional ties between ParSU and GCC.
During the signing ceremony, President Zarcedo underscored the shared mission of both institutions, describing ParSU and GCC as bound by a common purpose. โBoth ParSU and GCC carry a common purpose: to provide accessible and quality education that empowers individuals and uplifts communities,โ he said.
He further emphasized that the partnership enhances institutional cooperation, particularly in key areas such as teacher education, research, extension services, and community development initiatives, noting that these efforts are essential in responding to the evolving needs of the communities they serve.
The MOU signing was witnessed by ParSU officials, including CED officials, alongside GCC officials, reflecting broad institutional support and a shared commitment to the partnership.
The formalization of the agreement highlights both institutions' resolve to sustain meaningful collaborations that promote educational excellence and inclusive development, reinforcing their roles as active partners in local and national development.
