





Highlighting the values of leadership, patriotism, and civic responsibility, Partido State University (ParSU) celebrated the graduation of 834 cadets and the transition of corps leadership during the 24th ROTC Graduation and Turnover Ceremony held on May 29, 2026.
The event marked the successful completion of the cadets' ROTC training and the formal transition of leadership within the ParSU ROTC Unit, reflecting the University's continuing commitment to developing disciplined and service-oriented student leaders.ย
In his message, ParSU President Dr. Arnel B. Zarcedo emphasized the significance of the turnover of command as a transition that carries both honor and responsibility. Addressing the incoming leaders, he underscored that leadership is rooted in service, accountability, and commitment to the welfare of others.
"Leadership is not measured by how loudly one gives orders, but by how faithfully one serves, how clearly one sets the example, and how courageously one carries responsibility," President Zarcedo emphasized.
He also cited the ParSU ROTC Unit's first-place victory in the Regional Annual Administrative and Tactical Inspection (RAATI) as a reflection of the dedication, discipline, and collective efforts of the cadets, officers, trainers, and families who continue to uphold the unit's tradition of excellence.ย
As part of the graduation rites, LTC Arnel D. Fabriaga OS (GSC), PA, ROTC Supervisor, formally transferred the new reservists to the 502nd Ready Reserve Infantry Battalion (502RRIBN). 2LT Alan Joy E. Obar PA (RES), Commanding Officer of Bravo Company, 502RRIBN, accepted the new reservists into the reserve force, signifying their readiness to support national and community initiatives when called upon.
The ceremony also featured the Turnover of Command, where C/COL Akilis James E. Rivero 1CL formally relinquished his post as Corps Commander, concluding his term of leadership. Delivering the keynote message, MAJ Ric O. Pitallano (QMS) PA, Chief Engineer Section, OG4, 9ID, PA, highlighted the role of the ROTC program in fostering leadership, discipline, and civic responsibility among students and encouraged the graduates to carry these values into their future endeavors.ย
Through the National Service Training Program (NSTP)-ROTC, ParSU equips students with leadership skills, civic consciousness, disaster preparedness competencies, and a strong sense of patriotism. As the University continues to strengthen its NSTP-ROTC program, it remains committed to producing future-ready graduates who can contribute meaningfully to nation-building and resilient communities.
