𝐏𝐚𝐫𝐒𝐔 𝐁𝐮𝐢𝐥𝐝𝐬 𝐚 𝐏𝐫𝐨𝐚𝐜𝐭𝐢𝐯𝐞 𝐐𝐮𝐚𝐥𝐢𝐭𝐲 𝐂𝐮𝐥𝐭𝐮𝐫𝐞 𝐓𝐡𝐫𝐨𝐮𝐠𝐡 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐑𝐢𝐬𝐤 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠

Partido State University (ParSU) continues to strengthen its quality culture through a three-day Quality and Educational Organization Objectives Workshop and Risk Management Training on Failure Mode and Effects Analysis (FMEA) held September 8–10, 2026, at the RDE Training Hall, Goa Campus. 

Spearheaded by the Quality Assurance Office, the activity brought together selected faculty members, personnel, and University officials to connect quality planning with risk-based thinking and practical measures for continual improvement across University processes. 

Participants worked on setting clear and measurable quality objectives, identifying potential risks that could affect University operations and service delivery, and reviewing the tools used to manage these risks. The activity also included updating FMEA guides and criteria and presenting and reviewing selected FMEAs, during which participants received feedback and recommendations to strengthen their risk assessment and mitigation measures further. 

In his message, ParSU President Dr. Arnel B. Zarcedo emphasized that quality and improvement should become part of ParSU's everyday culture, rather than something practiced only when an audit is approaching. Risk management supports this by encouraging personnel to anticipate problems, act proactively, and take ownership of improving systems. 

"If we only improve when someone is coming to check us, then that is compliance. But if we continue improving when nobody is checking, then that becomes culture," he reiterated.

With the guidance of ISO Consultant Engr. Helen Alian-Evalle of HAE Consultancy & Training Services, participants engaged in discussions and exercises aimed at improving how quality objectives and risks are identified, assessed, monitored, and addressed across University processes. 

Beyond compliance, the training provided ParSU personnel with a practical link between planning, prevention, and continual improvement. By equipping the people closest to the work to recognize potential gaps and address them early, the University strengthens its capacity to make informed decisions, reduce avoidable problems, and keep its systems responsive to its stakeholders' needs.
