The Philippine Supreme Court has issued its final ruling on the landmark case lodged by Representative Hermilando Mandanas, et al. vs. Executive Secretary Paquito Ochoa, Jr., et al./ Representative Enrique Garcia, Jr. vs. Ochoa, et al. on April 10, 2019. The highest tribunal held that the base for the computation of the just share of the Local Government Units is not only the National Internal Revenue Taxes, but all other national taxes collected such as customs duties. It was also decided that this ruling will have a prospective application.

The School of Graduate Studies, through its Master of Public Affairs Program, sponsored a series of lectures on the implications of the Supreme Court Ruling on the further devolution of basic services and major functions to local government units. The lectures were conducted every Saturday from October 30 to November 13, 2021, via Zoom and streamed live via Facebook and YouTube. Below is the list of topics and speakers:
