The Council of Deans for Graduate Education (CODGE V), in partnership with the Partido State University (PSU), Commission on Higher Education (CHED V), and Central Bicol State University of Agriculture (CBSUA), conducted the second of a series of research conferences last May 19-21, 2021. The research conference was open to all faculty and graduate students of higher educational institutions in the Bicol Region. 

The Commission on Higher Education (CHED) has recently issued the new CMO 15 s.2019 for Philippine Graduate Education which directed the deans/heads and faculty of graduate programs to build a track record on research and publication in refereed journals.  The order provided that students should publish their thesis or dissertation before they would be accepted for graduation. In order for a study to be publishable, it should contribute to new knowledge, to societal development, and improvement of the quality of life. 

As an enabling mechanism, CODGE spearheaded these regional conferences. Moreover, the project is a concrete manifestation of CODGE’s commitment to upholding the utmost importance of producing quality research, especially in advanced education, being the apex of higher learning. The research conference aimed to: 

  1.  cultivate the culture and mindset for quality research to pave the way toward the accomplishment of CMO 15 s.2019 standards;
  2.  provide a venue for research lectures coupled with the presentation of actual researches undertaken;
  3. ensure enhancement of research outputs through reviews and critiquing to help authors in the eventual publication of their study;
  4. encourage and inspire participants to engage in their own research based on the gallery of research they will encounter in the project.

The welcome messages were given by CHED V Director Dr. Freddie Bernal, and PSU President Dr. Raul Bradecina. The keynote speeches were delivered by no less than the CHED Chairperson Dr. Prospero De Vera and Commissioner Aldrin Darilag. Out of a total of 40 abstracts submitted, 32 were accepted. Authors were required to submit the full paper and a 10-minute recorded presentation. After each presentation, the authors answered queries from the reviewers during the conference. The panel of reviewers was composed of Dr. Michael Cuesta, Dr. Monet Loquias, Dr. Adelfa Villaflor, Dr. Federico Jose Lagdameo, Dr. Marlyn Tejada, Dr. Peter Paul Elicor, and Prof. Ronnel Dioneda, Sr. 

A heartfelt thanks to the members of the Organizing Committee -- Dr. Jake Laguador, Graduate School Dean of Bicol State College of Applied Sciences and Technology (BISCAST), Dr. Claribelle Haber, Graduate School Dean of CBSUA, Dr. Maria Luisa Gonzales, Graduate School Dean of Bicol College, Dr. Abelardo Belleza, Graduate School Dean of University of Sto. Tomas Legazpi, Prof. Victor John Loquias, Faculty of Humanities and Social Sciences of Ateneo de Naga University, and Dr. Ma. Pamela Vinas, Education Supervisor of CHED V. The overall conference manager was Dr. Bernadette Gumba, CODGE President and Graduate School Dean of PSU.
